Storage tanks used in oil or natural gas production are subject to the EPA's New Source Performance Standards (NSPS) for VOCs if they have the potential to emit six or more tons of VOCs per year. This legislation (40 CFR 60 Subpart OOOO, "Quad O") also affects existing tank batteries. Tanks that come online after the most recent proposal is published in the Federal Register will require controls (a combustor or vapor recovery unit), to control VOC emissions by 95 percent by April 2015, or within 60 days after startup, whichever is later.

Quad O Compliance

Compliance with the Environmental Protection Agency (EPA) indicates that our combustors have achieved specific performance requirements related to emissions. This compliance relieves owners and operators from the burden of performing third-party testing on combustion devices.

The EPA has proposed legislation that places strict regulation on organizations that use storage vessels in an effort to decrease waste emissions. This legislation – 40 CFR 60 Subpart OOOO – is commonly referred to as "Quad O." It states that all storage tanks that qualify must have a control device in place. The EPA categorizes a "control device" as either an enclosed combustor or a vapor recovery device which reduces tank vapor emissions to less than six tons annually, with a unit operating at a 95% or greater destruction efficiency.

The Quad O mandate divides storage tanks into two groups: Group 2 storage vessels must have a device installed by April 15, 2014, and Group 1 storage vessels must be in compliance by April 15, 2015. You can find out whether your site is considered Group 1 or Group 2 in the chart to the right.

How do I know which size combustor I need?

Choosing the right combustor is based upon the incoming flow rate in ft3/hour and the gas composition. The critical information is the heating value, or BTU, of the processed gas measured in BTU/ ft3. Adding together the BTU/ ft3 and the flow rate gives you the burning rate, measured in BTU/hour. Based on this information, you will be able to select the right combustor for your needs. And of course, our sales representatives are always available to answer your questions.
